Libraries Unlimited is a staff and community owned charity, established in April 2016. Our services and experiences are delivered through 54 public libraries across Devon and Torbay, 4 mobile libraries: FabLab Devon, the home library service and our Business & IP Centre Devon.
About BIPC Devon
Our History
The Business & Intellectual Property Centre Devon (BIPC Devon) founded in 2020, supports people from all walks of life to start up, protect and grow their businesses by giving them access to vital market intelligence, IP resources, training, 1:1 advice and mentoring in a trusted and accessible space.
The BIPC is a national project in collaboration with the British Library. Additional BIPCs are run from 20 other library authorities across the UK, capitalising on the existing physical library infrastructure and resources.
Our work
We have a proven track record of supporting local economic growth, as highlighted in 2019 when an independent economic evaluation showed that the BIPC Network was creating £6.95 of public value for every £1 invested. The BIPC Devon Programme is currently delivered through an online and in-person programme, across Devon, with the regional hubs in Exeter Central Library, and BIPC Locals in Barnstaple and Paignton, with 2 new spokes in Okehampton and Seaton opening in the Autumn.
Our Impact
- In the last year the BIPC Devon supported over 1088 pre-starts, start-ups and existing SMEs, and was particularly successful at helping under-represented groups in business
- 76% of start-ups assisted by the BIPC were led by female entrepreneurs and 8% by BAME entrepreneurs, compared with just 20% and 5% business ownership respectively across the UK. 11% of the entrepreneurs we supported had a disability.
- The service is a testament to the open, inclusive and safe spaces that libraries provide, as well as the skilled and trusted teams that deliver the BIPC services across the combined authority area.

We are looking for business or individual to deliver 2x programmes between September 2022 and December 2022.
You will have experience in delivering programmes to support prestart-ups and start-ups.
The Programmes
Bedroom to Business
“Bedroom to Business” is a 10-week programme to help individuals make sense of the entrepreneurial journey ahead, through weekly webinars/seminars. The Programme will start on the first week of September. Step by step, week by week, the programme will take attendees on a journey of entrepreneurial learning. At the end of the 10-weeks, the attendees will have all the tools needed to establish their business for success. The course is aimed at prestart-ups and start-ups, with £0 to £49K Turnover
Topics Covered In the course:
Your Reasons Why, Negative self-talk loop, Goal setting, Personal finances, Validating your business idea, Market research, Selling the idea, P&L Forecast, Creating your business plan, Marketing your brand, Making Sales.
You will provide 5 Attendees of the Bedroom to business course with 3 months of mentorship for the duration of the course, at your cost.
Output:
35 Individuals or Businesses attending the programme. (This is not a maximum)

Business to Boardroom
“Business to Boardroom” is a 10-week programme to help businesses with Turnover between £50k- £500k to grow their business, through weekly webinars/seminars. The Programme will start on the w/c 10th October. The focus will be on growth.
Topics Covered in the course:
Improving Sales, Develop a Growth Plan, Leadership Skills, Staff Recruitment/Retention, Innovation, Raising finance, Improving Efficiency, Sustainability
You will provide 5 Attendees of the Business to Boardroom course with 3 months of mentorship for the duration of the course.
Output:
20 Individuals or Businesses attending the programme.(This is not a maximum)
5 Mentorships over 3 Months
The Bedroom to Business programme will start on the first week of September, and Business to Boardroom will start on the 2nd Week of October. For 5 Weeks both programmes will run during the same week.
A Minimum of 30% of the delivery of the programmes will be in person at a Library, with the remainder solely on zoom. All In person events will be broadcast through zoom.
All sessions will be recorded and owned by Libraries Unlimited. Copies will be provided to the course provider. All attendees will be able to access the recorded programme through the BIPC website
Tasks to be delivered by you:
- Create Content for both programmes, which will be subject to Approval by BIPC Devon.
- Delivery of Content to audience (Weekly delivery)
- Marketing planning and delivery – Develop and implement marketing campaigns for both projects. Marketing to start 1st August ending on the final week of the programmes.
- Implementation of marketing plan – Ensuring all activity is delivered on time and in line with agreed marketing campaign.
- Oversee the production of relevant marketing materials, printed and digital in line with Libraries Unlimited and British Library Guidelines
Please Provide your topics that you will cover in both courses, plus other relevant documents with your Expression of Interest.
Please provide a cost for each programme.
If you would prefer to solely create the content and not the marketing (Tasks 3-5), please ensure your cost reflects this.

Duration of the Course: Sept to November 2022.
Contract commitment: 2 hours per week from September 2022 for 10 Weeks. Plus mentoring sessions for 10 individuals
Reporting: The provider will report to Richard Love. Business Engagement and Marketing Manager
Expression of interest response requirements:
A covering letter detailing your experience and suitability for to provide these courses and a brief document stating the proposed content of the courses, plus the costs to provide the courses and mentoring, including the marketing.
Evaluation Criteria
The Project Team will assess and shortlist expressions of interest. Overall assessment will be concerned with relevant skills and experience.
